Yo mc headcanon. Toneri *absorbed* Hinata's chakra. If Toneri "controled" Hinata then Toneri would have placed the orb inside her body to do so. It's literally the same thing that happened to Naruto during his first fight with Toneri when Toneri also absorbed his chakra.
