While I wait for a few more comments on the design an OC post, I did a little something of Volt with his quills both down and up.
Majority of the time, they’re down and the tips settle by his lower back, top quill usually sits just below his shoulders.

Genesis Of A Hero: Part 4 takes heavy cues from the animated cinematics for Sonic CD done by Toei Animation. Such as Spaz perfectly emulating the style and Tracy Yardley drawing Sonic with similar features. Like his sharp quills and sphere hands.
