If you look closely you'll see I offset the Green and Red images a bit to create the effect. They are overlayed on top of the original image. I then used a color balance to bring out blue more bringing back the warm hue of her skin.

The color design of the character is good by itself but I used a form of "bootleg" Chromatic aberration to get this effect. The image on the far left is the original and I layered the other 3 on top with two additional filters.
