It's a shoujo/drama by PA Works (the studio that made the amazing Angel Beats, Another and Nagi no Asukara). It's supposed to be around glass artisans but it's really just forced teenage drama and supernatural stuff. A shame :(

I know it's probably supposed to be a handheld gaming device (possibly a PSP) but whenever I see this part of Wendy's superhero costume, I always see it as a Nokia N-Gage. I mean it would fit the cell phone theme as well.
