This is 'The Seine' by Henry O. Tanner (1859–1937). He studied under Thomas Eakins in the US and studied in France, where he exhibited at the 1896 Salon. He later worked for the Red Cross during WWI, painting images of African American troops in the war. #bhm #blackhistorymonth
