Undine is show with her hair forming a river in the clouds. Perhaps it's pulling the moisture out of the air and allowing it to flow to the earth below as rain?
Paracelsus believed in beings that embodied the 4 classical Greek elements. Gnomes for earth, Salamanders for fire, Sylphs for Wind and Undines for Water. All these beings appeared in Secret of Mana, which is the first videogame I can recall doing so.
