Try soft-cell shading maybe. You get a hard line for shadows, but you also get some extra values in that have a softer brushed edge. It's like the in-between :)

I head cannon that Hajime likes to brush Hitoshi’s hair and Hitoshi likes having his hair brushed. Even if Hitoshi actually has a wig instead, which I think is the case, he still likes the gesture because it’s brotherly bonding. I had too much fun drawing this.
