Ok this is TOUGH. I have two tied and I cant pick. Emet-Selch from FFXIV and Dahlia Hawthorn from Ace Attorney: Trials and Tribulations. Emet is probably the best Final Fantasy villain ever. And Dahlia...you gotta respect someone that malicious.
