I think it's clear Luffy is a proxy of Ace in Wano. Ace's promise was when he 'returns'. Luffy's is when he 'leaves', indirectly saying Ace HAS returned to Wano as Luffy and will accomplish what Ace couldn't. That said, that final panel 👀
