Honestly it was because if they WEREN'T call sisters Sheshe and Mimi would've been cancelled way faster in Japan, it's problematic but it's also an excuse for the animators to depict them hugging each other all the time. I mean, if they weren't sisters, we won't have these parts:

I used to think Jafar was nude in this scene with the animators in a rush to finish the film by just leaving out the finer details. Good thing two shots exist with a loincloth lasting about 2 milliseconds onscreen you barely notice it.
