CITY BACKGROUND ART HACK!
This is a trick I use for my webcomic. To create efficient city backgrounds, take a photo you own (I used my artbreeder concept art) or airbrushed colors, blur, then use a square smudge tool and the ruler to drag up! Add as much detail as you like after!

@JayBluedude I draw out a blob, erase around it and use the smudge/blur tool to make a specific splatter shape, then i add darker shades and shine if it needs it
that's generally how i do it and it's easy to experiment when i do it like this.
Lasso Trim tool sure is nice. Would have worked better if I could figure out the arm shape 🤔
