2. fill in everything else on a clipped layer
3. fix the color edges on top layer. there WILL be holes of the base color. tbh most are barely noticeable...

Playing around with Procreate to see if I could do New Cel Shading Method there too. Lines need to be thinner and the fill tool is still balls, but it works!
