This manga holds a strange place in the world of LGBT manga. While textually a cross-dressing story, the titular 'Hibari' is very easily read as a trans woman and is granted agency not often given to "crossdressing" characters. Very cute manga overall!

I have just introduced different Scales of Governance when playing with Teams, Squads, Towns, Armies, Empires, etc. rather than individual characters.
All numbers are little, smooth and logically consistent with each others, yet retaining realism with a simple rule.
