OK actually a quick Google search shows the lead artist and character designer behind Daraku Tenshi is Toshiyuki Kotani (小谷智之)! He also goes by the pen name "Styleos." He also worked on King of Fighters 99-2001 and 2 beautiful Cave shooters!
