It's not the most iconic attack, but I'd choose Umi's Water Attack. Like Amaterasu's "Cold Star" in Marvel VS Capcom 3, I'd imagine players getting frustrated trying to dodge it. As far as jokes go, she'd probably get ones like that dog & the water hose.
