While yes, they ripped art from the penguin style, they deliberately replaced the wig with a Director's Hat, and changed the penguin color from aqua to the appropriate light blue.
@SurprisedSpike I meant the original Penguin Style artwork didn't have a hat. The wig was replaced with a Director's Hat, and the penguin color was changed from aqua to light blue.
