Maybe, the painter has referred to the style of the photo that you showed such as the half hair styles with the clothing..but other than that, the clothing itself..mostly seem like a late Joseon period.

It's the famed 'headless horseman' image - another example of recycled 1600s imagery (17thC photoshopping...). Here's the same image by Lombard with Cromwell's head replacing that of Charles; he also did ones with Louis XIV's head on too! 🙂
