Speaking of early-game Pokemon, the Gossifleur family! If you didn't pick Turtwig, there's not much option for a reliable Grass-type to use against Roark (I love Budew but it's not a Cranidos killer!) so I could see Gossifleur filling that niche on Routes 203 and 204

Unlike most places that let you change Deoxys' form, Sinnoh has what is heavily implied to be natural meteorite craters in Veilstone rather than lab-captive meteorites. Being able to encounter Minior on the routes bordering Veilstone would be some fun world building

And on the subject of Route 213, Binacle and Barbaracle are Pokemon I think would also fit there, as well as some other shoreline routes. Luckily, Sinnoh doesn't have Pokemon encounters tied to Rock Smash, so you won't have to worry about seeing them everywhere through that!

This is the second time in this thread I have to dunk on Pachirisu because Emolga is almost too perfect for the Valley Windworks region... I think it'd also be a good choice to have on the stretch of routes between Veilstone, Sunyshore, and Pastoria

Dwebble and Crustle would be a good fit for routes that are connected to caves, seeing as they need rocks to life. I can see Dwebble on Routes 206 and western Route 211, while Crustle could be over on eastern Route 211 instead
