In contemporary cartoons I notice it more when the eye shape is hand-drawn (like on Star here), but the pupil-white-shines are clearly ellipse-tool shapes.
It's subtle, but it's a mark of two aesthetics that are at odds with each other.

@Merzmensch It is worth of noting that Mucha wasn't the only artist doing Art Nouveau style in the turn of 20th century. Here are few works from other artist who worked same time period. Mucha may have mastered it, in some sense, but clearly he wasn't working in vacuum.
