Even focusing only on Sonic, Tails, and Amy, as is they don't have enough character development to benefit from getting enemies. They don't have motives past, "beat bad guy", no personal character conflicts, or currently have any traits that warrant a villain to push them on.

Kokomi aside from having negative crit rate. She also has one other issue. And it's that these 4 exists.

1 has the best shield in the game
1 has the 2nd best shield in the game and she heals
1 Heals you and gives you an attack boost
