For smaller sprites, my method is to make a big sketch and shrink it down.

Make sure to shrink the head and body separately. With such small sizes, the proportions should be somewhat chibi-fied. That's so it's easier to see.

Also make sure to emphasize on a character's features

13.) Most of her wardrobe is a bit out dated. Always looking a tab bit out of place. If she's not found in her normal attire. She's found in long skirts with somewhat frilly blouses with some sort of corset. Or just long dresses overall.
