usually i draw a couple by hand and then use one of the spotty texture brushes on krita to do the rest

waifu2x one of the nebula or galaxy looking backgrounds most cards gave, and fill the inside shape with that, then add a glow to the effects, usually a light color like white or pink. Tada you have your effect. Foil texture here: https://t.co/QdXI3pPzdB
