Ofcourse Oda isnt the only one that does this. Horikoshi from MHA is also really good at utilising each panel and has probably taken inspiration from western comics which are full of WHAMS and BAMS and ZOOMS. MHA is quite a smooth read because of it imo

It wasn't super popular or well known if I recall but I saw an ad for it when I reread Shaman King so I checked it out. It's very similar to Shaman King where it's fights are primarily based on ideology rather than just the technical "fighting". It's worth a read imo.
