Personally, for me, I think a good character design (or character in general), is when your proud with it. If you like the design, like the, and know that you can draw him, then go for it.
If you don't like the design, then change/redesign what makes it "bad".

I don't have a good excuse for why they never wear seatbelts. I'm personally very neurotic about wearing them.
The dynamic between Gear and Uni very much reminds me of the one between X and Zero from Mega Man personally. Gear and X always prefer to find the more peaceful solution to a problem while Uni and Zero are rather hot headed and will wiling cross the line if they feel it's needed.
