@MidnightHuntrVR Actually the order is pencil, line, color then light & shadow.The only advice I can give is to build as many layers as you can to have more control. In my post I broke it down to just 4 layers for showing purpose. Oh that art was posted way back more a year ago here.

@mcfckingay honestly my technique is kind of a mess... i do a VERY vague outline, then i initially draw the hair as just a blob, then i add and remove strands/curls sticking out to see what looks okay and put highlights (and if needed shading) on a new layer! kinda like this:
