She's Queen Gold of Illumicia (Ill-oo-me-see-ah). I'm not done with her ref yet, but I made a skin so you got an idea of the color scheme and a stiff pose drawing to see the details better (the fabric on top of her skirt is sheer and her wings are dragonfly inspired btw)
