It's mostly swooping motions. To make a 3d effect, have it curl in or outward. I don't usually draw the individual hairs, since it doesn't suit my style, but I find blocking in the significant sections often do the trick. (^-^)

Say what you will about the Zelda CD-i art style, but I personally think it had a (mostly) pretty solid track record for drawing hands.
I've always sucked every ass when it comes to drawing hands, but I think I've genuinely improved since I started imitating this style.

Sometimes no one gets how good things used to look.

Although the original Manga style, probably won't suffer if they did it in a western style just more creative, avoid the typical bean mouth habits of the thin line style.
