Delphox isn't a bad starter, but I agree that its design could have been executed better. I don't think a quadruped form would work since Delphox already shares similar concepts with Ninetails. Sylvaur from DA showed that a few changes can elevate this basic design.

A lot of starter evolution lines feel inconsistent with their concepts and designs.
E.g.
Popplio has a clown-like appearance and does acrobatics.
By the time we get to Primarina, we now have a mermaid-like Pokemon who does opera. It barely feels connected at all.

I really hope Prime 4 takes ideas from the trilogy concepts and put them into the game
