Should of been a one time villain, he keeps coming back to best his archenemy. He's weak/ugly/and incompetent, and so is his two henchmen. He's a bad guy, but not a "bad" guy. As a villain he's comical/over the top/and a ham. His schemes are usually out of petty grievances.
