This is Phineas Pett, Charles I's naval commissioner. At the King's request he & his son Peter built the biggest ship the navy had seen. HMS Sovereign of the Seas, launched 1637 (& 1637 tons) was the first 3-decker.
Phineas even made a pull along toy ship for young Charles II.
