hey i dont know what program you use (or maybe this can help anyone else wondering) but on procreate i use the 6B pencil brush to do lineart and it seems to give a similar effect, especially if you increase the pressure sensitivity and/or duplicate the lineart layer.

you can duplicate the art layer, add a hole to that layer, and add a blac effect border in the layer properties. rasterize that layer, change that layer to white, and add another black border effect. rasterize again, convert brightness to opacity in the edit tab
