I felt Gainax not having much of a budget for the final episodes of Evangelion worked in it's favor, in a way. I feel like the TV ending takes advantage of it's minimal budget and uses it in an artistic and psychological manner.

Me too. Gainax should really create an anime about her( 24 eps, 2 seasons). She is the protector/messenger of love like Cutie Honey. Even fan comics tried to be creative in this field giving her weapons/gadgets and making her fight bad guys trying to ruin people daily lives.
