Because the ocean's wind is cold at night, but it's still summer, Mikazuki put on Ichigo's clothes so that he can easily walk around and still stay warm.
The glowing waves is a phenomenon called bioluminescent sea, it's quite interesting ( ꈍᴗꈍ)
