I don't think that Prometheus is ultimately playing with a full deck. Poor dude is clearly traumatized from witnessing his parents' death and has suffered a complete psychotic break. Kind of like Bats.

Unsurprising that Batman would keep an ace or two up his sleeve, not exactly revealing that Babs was also on the team. He certainly seems to be stacking the team with Bat family.
