Depending on which application you use, you choose a brush to blur this, I use Sai's marker and with it I blur the shadows, at the end I open a layer with a light and shadow effect and with this same brush I do the effects

After that, with another tool, the base color of the different layers is changed, preferably using the main color of each one and only using 3 colors regardless of how many layers they are, with those same colors you will make shadows and solid lights
