AND NOW, FINALLY, THE LAST TIER. (Ensemble stars has a lot of characters!) Most of these people are in here for the same reasons, so instead of doing a line-by-line, I want to finish out this thread with a little bit of what this tier means to me.

TSUKAKA SUOU:
Has Leo-based problems that have now mostly resolved, and fan perception problems that I’m confident he can handle. Otherwise seems to be doing fine.

TRUE NEUTRAL TIER! These people either have no major problems or have overcome their issues to the point where they’re not impactful on any of the criteria above.
