i'd love to explain each of the steps but twitter's weak in terms of word count so i'll simplify it, I copied a part of the drawing I want to glow

I turned it into a movie clip symbol to put the blending to Add and use the Blur filter

first there's mazin and his TV without the filters, a little tip for peeps even though you may already know this, you don't always have to draw a full body in area's that're obscured, it just matters how it'll look when overall

I was gonna make a cool little animation on this but it might not be enough for people, plus it's taking a bit of time to do so i'll just do a thread
