It's not to say that saturated hues don't appear--they just do under a different slightly different color grade or set of palettes which reminds me a lot of Bebop TV and Knockin' On Heaven's Doors variance in color direction/treatment.
Gilligan still uses color to signify certain feelings but the palettes feel slightly different very similarly to how Cowboy Bebop TV has a comparatively garish palette when compared to the subdued hues in Knockin' On Heaven's Door.

It makes me think that Capcom wants you to use different normals in Neutral. Stand Fierce (HP) at max range might be something that is good for safe pestering with certain special moves (Hayagake into sp move). Stand Strong (MP) seems like it'll be decent similar to older games.
This reminds me of similar concepts about Meter Management from older games, so it will be important to think about how you spend you resources in a classic way with her Install but for her other resources, you have to give heavy consideration to Burnout.
Capcom did something here that I've been hoping to see again since the Alpha/Zero games--they allowed this normal to actually not only look as cool as its 2-D predecessor but also gave it a hitbox that allows the normal to have it's purpose as a great poke!
There's more with other characters in the game such as Chun-Li's character select screen animation being an homage to @nishi_katsu 's Chun Li art.
