Blüdhaven is notoriously an extremely dangerous place. Leaving Dick, who looses hours due to the gunshot wound he took to the head, to fend for himself is lunacy.
I know Bruce was retconned two years later to have been 'watching over' Dick, but that's bull.
Currently continuity Garth should be retconned as a clone of actual Garth. He's just not the same character as the original Tempest.
If Vic isn't on the team, Dick is the resident Tech guy for the Titans.
