When he backed out after the pilot movie they cast Ryan Gosling and retconned the movie plot into the show.

Just to clarify to all those with a brain.
I never said that Vic's TCPA dismissal didn't count as a ruling.
I said that that Juge Chupp's dismissal was a cop-out and an abdication of his duties.
That in this particular case his dismissal was the absence of a ruling.
