This was C'aelia's look pre-ARR. She had semi-long hair like now, but she cut it off after the 7th Umbral Calamity, leaving Limsa Lominsa and starting a new life.

Why do I commission art for a character that has been dead since pre-ARR? Well, Rivaine is a big part of C'aelia's story. He was the only person she had for a long while. It's hard to put a name to their kind of relationship. Colleagues with benefits, maybe?
