For example, take a free-of-context look at Meg from Radiant Dawn. Decked in bright armour that has a curved shape language to it with no exposure and doubling down on it with her body type immediately gets across that she is friendly, driven and determined.

Remember, this is a series infamous for having hundreds of surface level characters. I personally dislike fanservice, but thanks to shape language and common design trends we're able to determine what a character is 'about' on a base level from body type and exposure alone.

Some say that the criticism revolves around fanservice costume design, but these outfits have always been present and vary on a HUGE scale. Does a single sultry character with an exposed chest mean that these characters with exposed skin are nothing more than fanservice?

That's not to say that Fire Emblem's older titles and material don't have some stellar art, far from it! Art theory, especially around anime art styles, is ALWAYS evolving and changing. Plus, that doesn't even take into account the fact that every project has its own head artist.
