I think we get a glimpse of him running away in Kijimi... The Props department did make a few light sticks, but not sure if we see any, probably a nightmare for the lighting dept.
I think the production name for this guy was The Russian, and I think Jake originally concepted him with a big fur hat. I always tried to present alternate options when possible, so the padded version was taking the John Mollo quilting to the extreme.
As mentioned before, the colours and tone of the costume were inspired by Gian Maria Volanté's costuming in For A Few Dollars More(1965), (NOT the character of El Indio of course) The poster below was my reference, hence the blue pants, but they are more likely black in the film.

The Vaping-Ape was originally to be a background crowd creature on Pasaana, but we eventually see him as Albrekh the Blacksmith/Alchemist fixing Kylo's broken helmet. The costume for that sequence was concepted by the maestro Glyn Dillon.
