When Wilhelm (L) first met Liam (R), and remember that Wilhelm was a human, it was his first time to see a Pikachu. When he realized Liam is electric type, he goes to... touch his finger to see if he gets electrocuted.

Remember that Team Commitment are brothers. They're happy that they're bros, although they are different species. Being siblings is quite great for them.
