They've done this with fanart as well, even if you have permission from the original artist to do a REDRAW I don't think you should trace their art.
It doesn't matter if its from official artwork most of the time they're still tracing artwork and passing it as their own, even if they do show the original image in the thread most of the time. It's not a redraw, you're just tracing with minor adjustments
Along with this, mind you it was a COMMISSION that someones paid REAL MONEY for. I found it in a 2 second google search
