This is Tengu, who won the poll.
He is a raven crosskin who reigns as the chief of the villainous Legion clan. As he is a Pseudo-Ventukovia, he has limited command of the wind, which lets him use his ultimate spell -- Stratos Saber!

Runna in her festival attire! Due to her superheavy weight alcohol tolerance, Runna has yet to lose a drinking contest at any of the annual Peace Season festivals.
I've also realised that I've been coming out with these very quickly.
