This is Puppy Dog (drawn by the magnificent @/Hauntedpixel) and she's one of Adair's companions! Adair is Mole's adopted mum and a long-time veteran of the sea! She was a farmer in Turffield before she took to boating, and she mostly works with water type Pokémon.
