@KizzityKaito No. unlike Ozai, Rose is portrayed as a good, well-meaning character for 90% of the game up to that point, and also they GAVE us his motivations, and those motives don't make much sense without the context, you should either give us ALL of it.

He's more like Lance, than Ozai.
