Just because Lock is a law keeper who makes the rules does NOT mean he listens to everyone. He hates it when someone whines, and that usually leads to worse things than being stomped on or being eaten

Poor sub-humans within Lock's grasp. It's a guilty pleasure to capture them and make use of them before eating them. He sees no trouble in taking any in, because their is no place for sub-humans in this realm.

Some dragons capture princesses, some loot. But Lock, he just wants to be a jailor and or totally not eat people whom disobey his laws. He can't be taken too seriously mostly because he likes to prance his power around alot.
