Saw an analysis of Voltorb's design that made me appreciate how genius it is. Voltorb is Pokémon's equivalent to the RPG Mimic which are enemies disguised as chests. Of course in Pokémon instead of chests you find Pokéballs so naturally their mimic would look like a Pokéball.

Here's some dumb MCU logic; Groot, Rocket Racoon, Ant-man, Dr Strange and Mysterio are all characters Marvel thinks can be taken seriously but Hawkeye's comic book costume is seen as just too silly for screen.
